I guess I am confused about what you are asking. Do you mean that I should put
it into the spec file as a comment?

The upstream build.xml already builds scala first with the provided bootstrap
compiler. Then that build of scala is used to compile the source code again. 
These are the files that are packaged by the RPM. I believe this meets the
requirement that "all binaries or libraries [...] must have been built from
sourcecode included in the source package"
