I suppose this statement means:

files: (-) keep original file permissions (mode)
owner:  root
group:  root
directories: 755 (default permission or "mode" for directories)

This statement would set 744 for all files of the package.
Therefore, all files would have the execution bit on for root (the owner).

Am I missing something?
