The following license notice is self-contradictory. It initially implies that
the program is under "LGPLv2+ or Artistic" and then goes on to impose a
"non-commercial clause", which contradicts the LGPLv2.

Fedora Legal and the Red Hat lawyers agree that this renders this program
non-free and unfit for inclusion in Fedora under the current terms.

So you and/or upstream can try to convince Mark Brukhartz
<mark.brukhartz at citadelgroup.com> to relicense his work and remove the
"non-commercial clause". He seems to be currently working at Citadel Investment
Group, Chicago. (Thanks to Tom 'Spot' Callaway for the information.)
