Short on time today, but one quick comment:

There's a different way to do this in F11 and perhaps F10 as well: %{_isa}. 
You'll see packages providing things like "nss_ldap(x86-64) = 264-2.fc11" now,
so you can have a dependency like
  Requires: nss_ldap%{_isa}
and it should do the right thing.  I've no idea whether it makes any difference
for what you're trying to do, though.
