- Don't change 4.21 tarball itself.
  As you are the upstream
  - If you don't want to release 4.22 now, include new license text
    in the srpm (as SourceX) and keep 4.21 tarball itself as it is.
    Then replace the license text with the new one at %prep or so.
  - If you release 4.22, it is okay.
