Actually there is no need to include the licenses again in the sub -devel
package.
as I said in comment #26 

Remove these
rm -rf symlink; mkdir symlink
ln -s %{_docdir}/%{name}-%{version}/LICENSE.txt symlink/
ln -s %{_docdir}/%{name}-%{version}/licenses symlink/
