You need to have the java-1.6.0-openjdk-devel package which will provide
java-devel = 1:1.6.0

Also, if you want to build pdftk on F-10, you will need to download the latest
F-11 itext SRPM (actually itext-2.1.4-3 or above) and build and install it on
F-10 first.

I didn't push this itext update on F-10 stable yet, because first I want to
make sure that everything works right. We are close.
