I talked about the license with the author of pycryptopp a while ago.
He removed mars.cpp from the upstream tarball, since pycryptopp doesn't use
that and it had an incompatible license.

Since we're linking against cryptopp in fedora, and don't use the embedded
version in the upstream tarball, I think we're good. I added a clarification to
the specfile.
