Off course. There procedure propose draft and change guidelines if "common
case" changed. After ratification new guidelines must be required for anything
without exception.

I did not know. Please, can you point where it is described more precisely.

We speak about separate -doc sub-packages now instead of "user-documentation
goes into the base package"
