You are mistaken. %{_mandir} is automatically marked as %doc.

It would reduce flexibility if you added such dependencies to a Documentation
package.

The problem in this review is that you put way too much emphasis on those six
tiny example source code files. The target group of that 25K of source code is
*very* small, the target group of built examples is even smaller. IMHO,
including the files in the -devel package (without adding any extra
dependencies) would be the most convenient thing to do for developers. Anything
beyond that would not be worth the effort.
