Sorry to continue changing things, but this version is close to complete:

I've rechecked which files fall under which license, and updated to SVN 2404
(which clarifies the licensing on some of the source files).  I also added the
tetex conditional for EL builds.  Finally, I've updated the Buildrequires:

mmdb must be >= 1.19, according to upstream.
clipper must be >= 2.1-7 (which corresponds to the 090522 snapshot release,
required according to upstream and testing).

So Jess, would you mind updating your packages?

If J. Tibbitts is still watching this bugreport, I'd appreciate feedback -
things are "review-worthy" for fedora, IMO.
