Thank you for pointing out so many errors. Then I decided to read the packaging
guideline again. 

According to this https://fedoraproject.org/wiki/Packaging/Guidelines#Requires,
I should not require to explicitly give the version of python-devel package in
spec file since the package version of python-devel shipped with Fedora 11 is
2.6.

I have fixed other issues and updated the files.
