[Fedora-packaging] Uneditable wiki pages

So these two pages became uneditable when the permissions were locked down:

http://fedoraproject.org/wiki/Packaging/UserRegistry
http://fedoraproject.org/wiki/Packaging/UserCreation

Is it necessary that they stay uneditable?  Perhaps UserCreation
should move to the drafts hierarchy, but the registry is supposed to
be open to all packagers.
