[Fedora-packaging] exemptions for .la files in some -devel packages ?

If the .la files are absolutely necessary, then they can be left in
(with a comment describing why).

All effort should be made to eliminate them. I know that some of the KDE
packages managed to eliminate the need for .la files, perhaps that work
would apply to apr-* as well?
