As you can see, the only part where the value of %{_fmoddir} is
mentioned is in
http://www.fedoraproject.org/wiki/PackagingDrafts/Fortran#Required_changes

I actually modified that point some time ago, since the current
situation is still a bit unclear. The existing FortranModulesDir
guideline uses %{_libdir}/gfortran/modules, but Jakub Jelinek was
against it in

https://bugzilla.redhat.com/show_bug.cgi?id=513985

and he suggested using that directory which is already used by gfortran
(for instance the OpenMP modules are there).

However, there's a severe problem with Jakub's suggestion, as the
directory is not multiarch compatible, so going with the first option in
http://www.fedoraproject.org/wiki/PackagingDrafts/Fortran#Required_changes
is preferable.
