[Fedora-packaging] MPI and Fortran drafts

That would explain the existence of %{_fmoddir} in RPM and %configure.  
But why is it still in PackagingDrafts?

Yes. However, there is still the issue about the include files - where  
should they be placed? %{_fmoddir} could be also used for this.
