At least there are always fedora-perl-devel members ;-)

As I see in F-9 there is different problem:
[root at caladan ~]# cpan2rpm Net-SIP

Also the rebuild wasn't needed for F-9, because this package has the latest
release. Its inherited as is into F-9 and rawhide.
