This bug is not filed under perl.

You mean the input character set I suppose?
Not by testing iconv with utf-8 to see whether that works or not!
That is what nroff code does.

Here is a snippet:
>>   iconv -f utf-8 -t utf-8 $TMPFILE &>/dev/null && charset_in=utf-8
