Are you sure it's the package which creates it?
I tripped a similar bug yesterday
(https://bugzilla.redhat.com/show_bug.cgi?id=448744)
which I assume to be caused by a bug in perl or rpm.

My bug from yesterday only happened in koji (using ppc), but did not
happen in local mock-chroots.
