Actually, we didn't publish the Fedora 12 Release Notes in Kanada, because only
4% of the document has been translated so far.

However, you're not alone in having problems accessing and submitting files;
there's been quite a lot of discussion both on fedora-trans-list and on
#fedora-l10n about translators having difficulties like this.

I've just tried downloading the Fedora 12 Release Notes PO file in several
languages and get "Page not found" for each of them.
