how to make sure that selinux work properly??

dear all:

I have install the SELinux on Fedora Core 4
But I seems can't feel any changes?

if I have booleans: httpd_disable_trans=0
and I exec "service httpd restart" by root
if the SELinuxi  work well,will it be denied?
and how could sure that the SELinux is working?
