Happily it *is* true for selinux-policy-2.3.7-2.fc5; I trust this was
intentional?

I've updated
http://fedoraproject.org/wiki/PackagingDrafts/SELinux/PolicyModules and
http://www.city-fan.org/tips/BuildSeLinuxPolicyModules to simplify
things now that the procedures for FC5 and FC6 onwards are identical.
