Yes, I've tried 'file://LocationService.wsdl', but it does not help:

File "C:\Python25\lib\urllib2.py", line 1233, in open_local_file
    (not port and socket.gethostbyname(host) in self.get_names()):
gaierror: (11001, 'getaddrinfo failed')

maybe it's windows...
