Yup.  AFAIK it's in the Red Hat Linux 9 DVD you get when you purchase
the boxed set.  Maybe it's also supplied as a separate CD in the box
as well.  AFAIK it's not available for download because it's just a
subset of the bits in CD1: the xdelta between CD1 to rescuecd is 2353
bytes.
