Because we haven't had problems with vsftpd, and it's had both
a good stability and performance record in our use. (i.e., if
it isn't broken, don't fix it...)

pure-ftpd sounds useful for Fedora Extras as well, starting out.
In general, the proliferation of 10 versions of <foo> is not really
a goal of Fedora Core.
