cyclical dependencies?

Freshly installed severn
patched up2date / SSL cert, subscribed to beta updates
config up2date for d/l only; download via "up2date -u"
fix a few minor dependencies (tzdata for glibc-common, gtksourceview for
gedit) - up2date pulled the files but my "-Fvh" doesn't cover installing
what's not present
then:
[root at localhost up2date]# rpm -Fvh *.rpm
error: Failed dependencies:
redhat-config-securitylevel-tui is needed by
redhat-config-securitylevel-1.2.3-1
[root at localhost up2date]# rpm -ivh
redhat-config-securitylevel-tui-1.2.3-1.i386.rpm
Preparing... ###########################################
[100%]
file /usr/sbin/lokkit from install of
redhat-config-securitylevel-tui-1.2.3-1 conflicts with file from package
lokkit-0.50-24.1
[root at localhost up2date]# rpm -e lokkit
error: Failed dependencies:
lokkit is needed by (installed) redhat-config-securitylevel-1.1.3-1
...so - is this fairly expected? Had I not set up2date to download
only would these packages have been installed / removed as required?
