This has already been discussed extensively on the list. The newest kernel
is 2.4.22-1.2040.nptl and this is newer than 2.4.22-20.1.2024.2.36.nptl
but the latter is a later number in rpm terms than the former.

You can download and install 2.4.22-1.2040.nptl by hand (rpm -ivh
--oldpackage), boot from it, and then delete 2.4.22-20.1.2024.2.36.nptl
(rpm -e) though make sure you choose the right i386/i586/i686/athlon
version. Alternatively if the original severn kernel is still installed,
boot from that, remove 2.4.22-1.2040.nptl (rpm -e) and then up2date should
work.

It is a consequence of beta/rawhide testing, that things like this get
broken occasionally, and need to be fixed by hand.
