If initscripts are the main issue, maybe a reworking along the lines
of the make-based thing mentioned on Slashdot could kill two birds
with the one stone (the second unfortunate bird being boot time):

In this kind of structure a rerun of 'the initscripts' would just do
the differential actions needed considering the change in machine
state, if any.
