Vi(m) arrow key navigation problem

Hello all-

When trying to edit config files with VI, I have run into a strange 
problem.  After hitting "i" to insert, and then attempting to use the 
arrow keys on my keyboard to navigate around, every press of the arrow 
keys inserts letters (up = A, down = B, right = C, left = D).  Is this 
expected behavior,  am I missing something, or do I just have a wonky 
keyboard?  Any suggestions would be greatly appreciated.  Thanks,
