What you say is only partly true. Most discs do not relocate anything. This is especially true of older discs. I have a stack of discs that have small bad spots and must be formatted and sectors locked out before installing RH. As far as I can see this is simply a flaw that gives Microsoft an enormous club to use on Red Hat.
