Actually some USB devices require a particular order of USB wire-level 
commands (the sequence seen from Windows) or they will not wake up and accept 
an address (eg, Sweex USB Wifi dongle).  There is a patch going into the 
2.6.10+ Linus kernel

to bring these not very compaitible devices to heel.  And that will make my 
life much easier as the owner of one.
