unsigned packages bugs

I've read Elliot's reply about this topic:
Packages get pushed to rawhide automatically, but the signing has to be 
done manually, so usually a few slip through. This will be fixed in the 
long run, but for now there's nothing much to do. :(

How should the bugs be solved? Mark INVALID with Elliot's comment 
or have the developer sign the packages? In the 1st case, how
will be certain that FC4 final (which is a snapshot of development repository?)
won't have unsigned packages?
