rc.local, Permission denied

Hi all!

Since last update I have some problems in my FC4 (using FC4test2 1366smp):

I have these lines in rc.local file:

su -lc "vncserver :1" user1
su -lc "vncserver :2" user2
su -lc "vncserver :3" user3

but all of them I get this error message:

su: Permission denied /bin/bash

I still call from rc.local proftpd too, but permission denied error
occurs, can't load /etc/proftpd.conf.
(-rw-r--r--  1 root root 1867 máj 18 21:49 proftpd.conf)

I installed proftpd and the other lines after the last update.
What should be the problem?
