reboot works for non-priveliged user

  Hello list,
           I just noticed that an ordinary user can 'reboot' on fc4t2 
(kernel 2.6.11-1.1287_FC4)
This works when connected over ssh, which really doesn't feel like a 
desireable feature.

 I tried to reboot one of my organisations machines just now, and, to my 
relief, got an error.
 But that was scientific linux, ~RHEL based.
               Any thoughts?
