Umm... far from it.
FC5 has rawhide, test1, 2 and 3 before the final release.
KDE-RedHat (KDE for Fedora project) has unstable, testing and stable.

There's no reason to make KDE/FC a special case were packages are rolled
directly into updates without being tested in update-testing.
