Its deliberate. Done by the installonlyn yum plugin. You can disable or configure it using /etc/yum/pluginconf.d/installonlyn.conf. This is now documented in the package notes section in the release notes. http://fedoraproject.org/wiki/Docs/Beats/PackageNotes
