.rpmnew is for files that the original file has been modified.  So rpm won't 
overwrite it.

.rpmsave is for files that the original file has NOT been modified, so rpm is 
safe to overwrite it, but saves the old one just in case.

At least, that's my theory, w/out actually looking in the man pages and source 
code.
