Package Manager installs packages without dependencies

Hi All,

Normally I wouldn't post bugs to the list, but I've just managed to make
Package Manager install packages without their dependencies and would
love to see if others can reproduce.

Obviously, this is a fairly major bug since it should never happen (I've
done it three times and now have a number of packages installed without
the required dependencies).
