I got Pulse audio and fluxbox working perfectly the problem was with console
kit permissions. I had to edit

/etc/security/console.perms.d/50-default.perms

 add this line to the top of the file

<sound>=/dev/dsp* /dev/snd/*

and this one to the end of the file

<console>0666 <sound> 0600 root
