Only to check if I understand the proposal B right:
The reporter opens a bug and are able to set the priority. The
priority/severity will not changed by a triager sine the bug is in NEW
state. During the assign the triager will change the severity (if
necessary) only once. After the assign, the developer/maintainer will
set the priority for his on needs.
This is the solution that I prefer. So I vote for proposal B.
