agree, In community project, project leader need to track the project.

if your team is more tightly connected, then no need to assign
files, but as Teams are more virtually, so making announcement on
mailing list (own mailing list) is good idea to track, who is doing what.
as Number of packages are not very big as compared to other project.
so Team leader can track who is doing which file.
this method is used by Punjabi translation Team for Fedora Translation 
Project

was in todo list, but not good result during testing. So in pending
