Yes, this piece of text can be found in the license at e.g.
<http://www.gnu.org/licenses/old-licenses/gpl-2.0.html>, but as you can
see, it is after the "END OF TERMS AND CONDITIONS", in the section that
instructs on what to do with new programs.  One could argue it is not
part of the actual license.  And indeed, this text does not state any
terms, except that there is no warranty.

Besides, the text explicitly tells the reader to see the GPL for more
details.

In my non-lawyer opinion, yes, it should be translated.  (There is also
a good chance someone has already translated it for your language in
some other project.)

In case someone thinks this piece of text should always remain in
English, then a bug report should be filed about the fact that the text
is marked as translatable.
