The chapter can be left and modify/create "Documentation available to 
translate" section (currently "What to Translate)  and "Proofreading" 
section (as new, see  the bug  [1])?

Also new chapter comes up in my mind for Web translation with 
"Proofreading" section which describes how and when to be provided by 
web team, and "Adding new .po file" section which describes that a 
request mail to be sent to web team (for adding Lingus file).
