Confirmed fixed in "setools-3.3.4-1.fc9.i386" on Fedora release 9 (Sulphur) :

 [root at pavilion tmp]# seinfo -u xyz
 ERROR: Unable to open policy xyz.
 ERROR: No such file or directory
 [root at pavilion tmp]# rpm -q setools
 setools-3.3.4-1.fc9.i386
 [root at pavilion tmp]# cat /etc/fedora-release 
 Fedora release 9 (Sulphur)
