[Bug 136141] syntax errors in syslogd.conf cause lost log messages without warning

Complain about it on stderr. Always.

It doesn't. One needs to run it manually with special options.

-N is useless. Its noisy and returns exit-code 0 even for a config file with
syntax errors.
