[Freeipa-devel] Repo layout changes

As I've been doing RPM spec files I realized the current repo layout
didn't match how we wanted to distribute the software. I've reorganized
it as follows:

freeipa/
freeipa/ipa-server # all of the server components
freeipa/ipa-server/ipa-install # server installer
freeipa/ipa-server/ipa-slapi-plugins # DS slapi plugins
freeipa/ipa-server/ipa-web # web gui and web services
freeipa/ipa-admintools # commandline admin tools

There will eventually be an ipa-client top-level for client config tools
(that take care of pam and other config on clients). This matches the 3
RPMs that I intend to make:

freeipa-server # all of the server components (installer, web, etc.)
freeipa-admintools # commandline admin tools (usable off of the server)
freeipa-client # client config tools

I'll this in very shortly - sorry about any breakage this causes.
