[Freeipa-devel] [PATCH] Initial policy support

Here is the shell of support for policy editing. While not really a 
pluggable architecture there is a main "Policy" page that will let one 
pick from a variety of choices (currently just IPA Policy).

At some point we could populate this list from LDAP such it will be much 
easier to insert new forms (but it may still require some editing of 
files to have them loaded, I'm not sure yet).
