I think it would be best to have ntpd as a rpm dependency.

Providing a warning that ntpd may be misconfigured (along with a 
description of why that is bad when ntpq does not return a list of 
peers) would be nice.

And supplying a sample ntp.conf for clients would be a very good thing.
