Maybe... Even though the GPL only requires the distributor to
provide sources to those who obtained binaries (which can be
restricted to purchase) it also specifies that additional
redistribution cannot be prohibited.  Thus as long as any
purchaser of RHEL is willing to exercise this right and pass
them on, the rest of the world can have them for free. Like
it or not, that is the way the GPL works.  RH can add non-GPL
parts if they want and Whitebox would have to omit them or
work to duplicate the function but anything that can be considered
a 'derived work' of anything under the GPL cannot restrict
redistribution.
