Home directories are only needed if someone actually logs into that
account.  Many of the system accounts aren't used for logins but just
separate ownership of different tasks and related files.  I'd stick
to lowercase usernames if possible.  Most things don't care but
email will try to lowercase the local part of the address for delivery
and it used to be that if someone typed their login in character
mode in all caps the system assumed that their terminal was
uppercase only and started translating everything to uppercase for
you - that's gone now, though.
